Issue
After inserting a paragraph block, the 'Add New Block' icon disappears from the editor. The toggle block inserter on the left side is still visible.
How To Reproduce
- Open any editor
- Insert a paragraph block and insert content
Expected Outcome
After inserting content, a 'Add New block' icon appears below the existing content to insert further content.

I can reproduce similar behaviour going right back to 5.0.14 without Gutenberg installed.
This issue appears to have been reported upstream in GB 30516. Let's continue the discussion there.
