Plugins allowed to set Site Health Items

Description

For example: MonsterInsights is setting Site Health issues that have nothing to do with actual site health, but rather how they want you to use their plugin.

This is not acceptable in any way and should not be allowed. Please find a way to prevent or at least discourage this disingenuous behavior.
