Cannot drag and drop images on Edit Gallery page

Description
I am using Twenty Twenty-Two theme with stable WP 5.9 - both up to date.
- Add a Gallery Block to a page
- Click the Media Library button to select images
- Click the Create a new gallery button
- I am now on the Edit Gallery page
From here I cannot drag and drop the images to reorder as expected. The images stay in the same order.

- Resolution → duplicate
- Status new → closed

Thanks for the report. We already got a few similar reports and are tracking this issue in #54902. The upcoming WordPress 5.9.1 release will include a fix for this.
