Hi @jawed3333, welcome to Trac!

For block themes, menu items such as Menus and Widgets no longer exist as they can be added using blocks in the Editor menu item. Other menu items like the Theme File Editor and the Plugin File Editor can now be found in the Tools menu.

However, Menus and Widgets should still be displayed for classic (PHP) themes.

Can you confirm if the theme your website uses is a block theme or a classic (PHP) theme? If you're not sure, go to Appearance > Themes and let us know the name of the theme.
