Description

The Gutenberg repo used to have a COMPONENT_SYSTEM_PHASE environment variable for rolling out the new components system.

The need for this variable was removed in https://github.com/WordPress/gutenberg/pull/32205 (Gutenberg v10.8) and can safely be removed from the webpack config in core.
