Could you please add as much details as possible to clarify how this issue can be reproduced?
Which theme are you using? Is it a default fresh install without any plugin? Did you add specific widgets?

I was able to replicate this on 5.9 and with Gutenberg trunk - I have added an issue at ​https://github.com/WordPress/gutenberg/issues/38644
