Block Toolbar: Link Tooltip overlapping

Description

When we try to add a link on starting or ending of the line in editor from block toolbar then the link tooltip is overlapping behind the sidebars & left admin menu navigation.

Expected behavior: ( Working in 5.8.3 )

There are some similar issues, including GB20250, but nothing seems obviously the same as this.
