Description
The headings on single posts or pages with the comment box skip level when descending. A post title H1 is followed by the “Leave a reply" H3. The guidelines require otherwise.

We're currently working on revising the headings hierarchy guidelines for accessibility-ready themes, as the extremely strict guidelines are very hard to meet consistently.
The strict hierarchy rule is not a WCAG guideline; it is a best practice, and as such should be downgraded in the guidelines to a recommendation, not a requirement.
