Fullscreen mode in post editor changes when updating WordPress

Description

Every time WordPress updates, it changes the edit screen mode to FULLSCREEN. This is a defect in that users set this to "sidebar" mode, and that mode is changed, causing confusion and many many questions as to WHAT HAPPENED TO THE BACKEND NAVIGATION!

In it's initial inclusion, this feature was hastily added during a Release Candidate to communal push back. In the announcement post it mentions that the option is LOCAL but would be changing to a persistent option saved in the database. This hasn't happened and it has been almost two years and COUNTLESS updates since.
