Description
Currently, you can click the "heart" icon next to a plugin name in the WordPress.org plugins directory.

Your favorites show up in your WordPress.org profile.

I would like to propose the ability to create lists of favorites so that you can "heart" a favorite and then are prompted to add it to a new list, add it to an existing list, or add it to all lists.
The purpose of this would be for folks who work on multiple projects and might like to create groups of plugins for various types of projects.
