WordPress 5.9.3
This problem occur even when I deactivate all plugins and use the default theme.
server on Plesk
I install Wordpres, but i don't know how to solve this problem.

Hi @lesenkotetiana, welcome to Trac!

I have tested with a default theme and with the StoreBiz theme that appears in your screenshot. I tested this on WordPress 5.9.3, a clean local install and a clean install on a remote server running Ubuntu. With and without plugins installed and activated, I can view the Customizer as expected.

Please ​follow this guide and post the results here.

Also, if there is any more information you can provide about your environment/setup that might help us identify whether this is an issue in WordPress Core or an issue elsewhere, that would be great!
