Can't drag and drop block into empty column in list view

When editing a page and using the List View to see the blocks, you can't drag and drop a block into an empty column. Only if there is already a block in a column can you drag and drop any other block into it in List View. You can, however, drag and drop a block into an empty column on the page itself.

Testing Instructions

These steps define how to reproduce the issue, and indicate the expected behavior.

Steps to Reproduce

1. Create a new page, add a Columns block and open a List View
2. Add an image to one of the columns
3. 🐞 Bug occurs, try to move the image from the column to the other, empty one (using list view)

Expected Results

When testing a patch to validate it works as expected:

• 3rd point should work as expected, we should be able to move block to the empty column in the list view.
