Description
I am having the same problem reported here https://wordpress.org/support/topic/additional-panels-appear-at-foot-of-page-edit-area-rather-than-in-tool-bar/. The "Additional" panels in the WordPress editor are appearing at the bottom of the page. When I try to drag and drop to the sidebar, an infinitely long horizontal scrollbar appears and keeps scrolling right.

The problem is occurring on Windows 10 using Edge browser. Browser is up to date. Also tested in up-to-date Chrome browser immediately after clearing the cache and the result was exactly the same, therefore the cache is NOT the problem. Chrome is up to date: Version 103.0.5060.66 (Official Build) (64-bit)

I can confirm that this issue occurs:
- without Divi or any other builder plugin installed.
- in WordPress 6.0 and going right back to WordPress 5.0 when the Block Editor was introduced.
- with or without the Gutenberg plugin activated.
However, this is an issue with the Block Editor, and should be discussed on the Gutenberg repository.
Check existing issues to see if this has been reported. If not, open a new issue and drop the link in here so others can find it and join the discussion to help resolve this issue.
