I encountered a case with someone who wanted to display 6 sticky posts as a grid on the homepage, but they could only see 5.
Activate Twenty Fourteen
Create several posts. ~10 would be ok
Set 6 of them as sticky
Make sure the Featured content is set to display a Grid from Customizer
Check the results
Sometimes I got 5 posts sometimes I got less in my testing. Quite inconsistent

This may have been fixed somewhere else. I get all six sticky posts in the featured grid when no posts have the "featured" tag. (If I use the "featured" tag, however, the grid uses those posts instead of any marked sticky.)
