Bulk deleting an active plugin does not work, shows no error message

Description

When on the Plugins admin screen, selecting Active plugins then using the "Delete" bulk action shows a confirmation message but does not delete the plugins. No error message is shown about deleting an Active plugin.

I would recommend making it so bulk deleting an active plugin deactivates it then deletes it, but an alternative would be showing some UI element that tells the user it's not possible to bulk delete active plugins.

Steps to reproduce:

  • Log into WP admin dashboard
  • Go to the Plugins screen (the default "All" tab)
  • Bulk select plugins that are active
  • In the Bulk Actions menu, choose "Delete" then confirm
