Description

The overlay menu modal didn't show up in block themes, but works well in classic themes.

Testing environment: WP 6.1 beta at instawp sandbox site, Twenty Twenty classic theme, TT2 and TT3 block themes, Firefox developer edition & Chrome browser.

Steps to reproduce:

  1. Activate Twenty Twenty Two or Twenty Twenty Three block themes.
  2. Under Navigation block sidebar, create new menu or import classic menus.
  3. Assign the overlay menu to mobile or always.

Yes, it too fails to work outside the browser dev tool.

It is not an issue anymore in WP 6.1. But I can't find the fixed issue on GitHub. Blame it on my subpar issue search skill. :)
