Copying and Pasting Sporadically duplicates the pasted content, which cannot then be removed

Sometimes when we paste content over highlighted content, it duplicates it and then won't let us quickly remove the dups.

Please give detailed instructions and/or screenshots for us to reproduce the error.

If this involves pasting in the (block) editor, please find or open an issue in the Gutenberg repository and share a link to it here.

Also, you added the multisite focus. Do you know if it only occurs in multisite network installations? If you don't know that, it still is helpful for us to know whether your site environment is multisite or single :)

We reviewed this ticket again today during the Accessibility Team's weekly bug scrub.

It isn't clear to us if this ticket is accessibility-related, so we're removing the focus.

Also, as the reporter talks about pasting content, this might be related to the editor: I'm changing the component to see if the maintainer is able to move this ticket forward.
