6.1 update for German (formal language) is missing

Description

I run multiple WordPress sites, some are plain German and some use the German formal language (de_DE_formal).
Updating the "regular" German sites succeeded as usual, but for the formal ones, only the American-English version of 6.1 is offered. Seems there is no 6.1 de_DE_formal version available.
Please advise. Tx.

I broke this in [meta12176], and have updated code to expect it through [meta12194] and for language pack builds in [dotorg19514] (private repo)

The packs were incorrectly generated as de_DE_formal_formal instead of de_DE_formal, and likewise for de_CH_informal, nl_NL_formal, and pt_PT_ao90.

The language packs (and release builds) should be created automatically in the next few hours, I'll leave this ticket open until that happens.

Packages have been built, API appears to be responding correctly.
