    1111Yes, some sites that are on older WP versions are also running on older PHP versions. But other, (many more?) are on newer PHP too.

    13 The "maximum 5% of sites that will be on unsupported PHP version" doesn't mean that the WP project will "leave 5% of its users behind". It means that (judging from previous experience) when that number is reached, chances are most of the remaining sites will be upgraded to the minimum required PHP version by the cut-off date. Of course there will be some "unmovable" sites that are left behind. However the actual number of these unmovable sites on the cut-off date would probably be a lot less than 5%, more like under 1% as seen with previous PHP version bumps.
