If this is NOT the right place to get help, then PLEASE tell me where to go (nicely).

Hi and welcome to WordPress Core Trac!
The support forums would be more appropriate for individual site help, and the BuddyPress forum is likely the best place for this.
BuddyPress has a setting to show the WordPress toolbar when visitors are not logged in. You can find a "BuddyPress" link in the Settings sub-menu, and then choose the Options tab. Uncheck the Toolbar checkbox and click Save Settings to remove the extra toolbar.
I do not know how that setting might have changed during an update (either WordPress 6.1.1 or last week's BuddyPress 11.1.0). I do not think this is a Core issue, so I'm closing the ticket as invalid.
