Description
In wp-admin/options.php revision 1.38, the new value of an option is now sent through wp_specialchars() and saved in the database that way. When that option is thereafter echoed back into the form, it is sent through htmlspecialchars() which encodes any ampersands from the wp_specialchars.
Therefore, something like setting the "Prepend updated with:" option under Miscellaneous to be "<strong>" ends up being encoded into "&lt;strong&gt;" which means that updated links have the literal <strong>Link</strong> displayed on the links list instead of the HTML strong tag.
