I would like to keep the time shown as it was in previous versions of WP on the Manage > Posts page.

The time at which a post was made is very important to many people including me.

Would putting the full time in the title attribute be a good compromise?

It'd be better than nothing, but personally I think you're gonna be hearing a TON of complaints and making a couple new plugins really popular if you leave out the time next to the date.

I mean, the benefits are huge for many people (time sensitive blogs, future posts, etc.) and the only "negative" is a little extra text on the Manage screens. Seems like a no-brainer for me.
