On Page: /wp-admin/network/plugins.php
Any Plugin select "More Details:

In the popup preview of the plugin, select "WordPress.org Plugin Page »"

It directs to: "​https://wordpress.org/Apps/PLUGINNAME/"
Which is not the correct link anymore.

Correct link would be: ​https://wordpress.org/plugins/PLUGINNAME/

Close this, I realized this was custom function that caused this occur.
