Description
Any text or RSS widgets that contain data and are sitting in your "unused widgets" area will be deleted when you upgrade to 2.5.
2.5 does not have ID support (Text 1, 2, 3, 4) for text or RSS widgets? This could have something to do with it.

Along similar lines, I'd like to highlight the use case where a theme has more than a single sidebar, which I recently bumped into.
Until WP 2.5 you could drag and drop a widget from one sidebar to another. With the new widget admin screen, you have to open two browser windows (one per sidebar), and dutifully copy and paste the options. :(

Why did you change my title to "Registered widgets that aren't used should display in the widget list."? That doesn't really describe the issue.

because the issue you're describing is only one aspect of the (imho blocker) bug that I described further up.

Unfortunately, the new interface has no means of dealing with such unused but existing instances of multi-widgets.
Attached:
- Tweaks the "unused" widgets interface (accessible from the select dropdown): show all unused instances of multi-widgets in that "unused" list.
- Incorporates 6349.c.diff on #6349
This is still occurring in RC2. Though I should revise... I meant "available widgets" area. And the widgets aren't "deleted" it's their data/content that is stripped.
