Improve default positioning of dashboard widgets

Description

By default, any dashboard widgets are assigned a position of "normal" (if a position is not specified). As a result, your Dashboard can look a mess if not arranged.

Here's an example of a clean install with just recommended plugins (according to wp.org) activated...

As you can see, the length of that screenshot is down to all of the dashboard widgets being added to the very left-hand side.

My suggestion would be that, if no specific position is given, that widgets are freely allocated across the columns (if only the first 2 columns, for maximum readability, although this could be dynamically adjusted based on the height of the existing columns).

Of course, the individual user is then free to drag/drop the widgets however they wish, if they want it to be any different.
