Plain Permalinks do not 404 on paths

Description
When permalinks is set to use the URL path, such as "day and name", navigating to a path that shouldn't exist, like /foo, throws a 404 - which is expected.
When changing the permalinks to "plain" (?p=1), navigating to /foo shows the homepage. Should this not follow suit and throw a 404? Otherwise it will lead to pages with duplicate content, since no canonical is set to the homepage on the /foo page (which is showing the content of the homepage).
No plugins are installed on my test. It is a fresh install with the only change being the permalinks options set to "plain".
