Description
According to the WordPress documentation ‘Stick to the top of the blog’ seems to be designed to only stick to the top of the front page.
I don't think that makes sense. It should also stick to the top of the categories it belongs to! At least the main category.

According to my logic, the fact that this feature request has not yet been Reviewed after almost 6 months, must mean that all WordPress developers are spending all their time on solving bugs, and therefore WordPress is not actually being developed...
