Update the Dashboard welcome banner for 6.3

The Dashboard's welcome panel currently shows the "6.2" background image. It will need to be updated for 6.3 (or updated to remove the version-specific design).

For the past few releases, this design has matched the About page design (the 6.3 About page is tracked at #58067).

In the last release cycle, the (broken) "Edit styles" link was removed. Should that text be updated to highlight a different feature for 6.3+?

It looks like this block is already updated in 6.3. Possibly this ticket should be closed, or is this fix is supposed to be shipped into the next 6.2.x release?

No, it hasn't been updated yet. The design of the blue background will be updated to match the About page (once that's finalized).

Update the background image and styles for the Welcome Panel. This iteration does not use different colors on the admin color schemes, so the CSS for that has been removed. This also adds back in a working "Edit styles" link, which was removed in 6.2 because the link was broken.
