WP_DEVELOPMENT_MODE in Site Health

Description

Now when we have WP_DEVELOPMENT_MODE, it should be present in the Site Health table at wp-admin/site-health.php?tab=debug under heading WordPress Contants.

Follow up to #57487 / [56042]

Version should be 6.3 if this is to be included after 6.3 is released.
