Publish Status logic is confusing

Description

I got this feedback from a non-techie user, and I agree:

When you have a draft (post or page), you're confronted with a drop-down box that offers the following choices: "published," "pending review," and "unpublished" (see attached screenshot).

So what are you supposed to do? Do you have to select "published" to publish your post? What happens if you select "unpublished" but click the "publish" button?

My patch removes the drop-down box for drafts and just prints the post status as "unpublished": if your post is unpublished, then you are going to hit the "publish" button to publish anyways, not use the drop-down box.

How do get your post to Pending Review then?

I've also thought the experience could be improved, but a solution hasn't come to me yet.

Why would someone who can publish ever select "pending review"? If you don't have the capability to publish, then instead of the "Publish" button you already have the "Submit for Review" button; either way the pending review part of the dropdown is superfluous.

Good question. You assume that it is only used when technology (user roles) restricts publishing, but that isn't the only (main) reason to review posts -- proofing and editorial.

Anyway, asking that question wasn't to disagree with your solution, just to point out a small deficient. It does seem that an elegant solution would only show the current status and use buttons (and links) to take actual.

Perhaps then we should have a "Submit for Review" button next to the "Publish" button even for those who have publish capability.

Here's a patch that adds a Submit for review button for everybody.
