How to reproduce the problem?
Now the top toolbar of the block editor must share space with edit-post-header__settings. This means that when the contents of edit-post-header__settings should extend to the left, it is under the top toolbar of the block editor and the contents are hidden under the toolbar.
Attached are two images of two different installations.

This issue belongs on GitHub, and the existing issue 52688 could include fixes for situations like this. You could comment there and/or create a new issue.
Some overlap (with English text) was fixed in GB53101, but the new positioning still needs more edits.
