Description
In 6.2 and earlier, the hyperlink "open in new tab" indicated a toggle switch for the presence of the target="_blank" handle.
Now, with the 6.3 update, that has been removed, as well as the means to quickly create new-tab hyperlinks during creation in the modal window.
At this point, editing raw HTML is a more rapid means of indicating that a hyperlink open in a new window.

I am seeing the same thing, The link view has a big bug in it and it will create problems for the documentation team too.
The toggle for the open in blank needs to be brought back.

Hello, welcome to WordPress Core Trac @phileossopher and thank you for opening this ticket.
Please note that we are already tracking this issue in #59095.
Thanks all for confirming the report.
I would like to support the question posed by @phileossopher. It's really not convenient to do so many clicks to paste external links.
