Screen is broken when logging into admin. (6.4-alpha-56639)

After updating to WordPress 6.4-alpha-56639, when I log in to the admin panel, the screen is broken.
Apparently admin.css is not loaded.

An error was introduced in r56635 which caused the styles not to load but it has since been resolved by commit r56641.

This was also reported in ticket #59417, so I'll close this ticket as a duplicate.

At the time of writing 6.4-alpha-56639 is the currently nightly release so the fix should be in the next nightly.
