Notification boxes push h2 below submitbox

Description

Notifications and the "Your drafts" list push the h2 header below the top of and behind the submitbox. Preferably, the submitbox would move down and stay under the h2.

Works for me on FF and Safari. I'll do this for the other pages, commit, and get some IE testers on it.
