Description
I installed WordPress 6.4 Beta 1 and found that navigation menu is broken.
- WordPress 6.4 Beta 1
- PHP 8.1
- Theme TT4 and also in TT3
- Local server Laragon
- Browser : Chrome

Welcome to WordPress Core Trac :) Thank you for reporting this issue.
I'm moving it into the 6.4 milestone for visibility and investigation. As you're also seeing the issue on TT3, I'll set the component to Editor.
I'm unable to reproduce the issue with the following local test environment:
- New install of 6.4 Beta 1
- Themes: TT3 and RR4
- Plugins: none
- Localhost: Local and wp-env
- Server: nginx
- PHP: 7.4.1 and 8.0
@yosephtamang Do you have plugins activated? If yes, does deactivating them resolve the issue?

Hello @hellofromTonya. I don't have any plugins activated. I am on Windows 11 OS.

My installation is not new, updated from 6.3 to 6.4 Beta 1
