At this point, WordPress does not have a VPAT or ACR. It's something that has been discussed on many occasions, but we've never had the time to prepare one. However, we'll raise the question again in the accessibility team.

Regardless, this is an issue for documentation, and isn't something that will be resolved in core. If we do create a VPAT/ACR, it would be published somewhere on WordPress.org. You could raise this issue at https://meta.trac.wordpress.org/.
