add icon for tiktok to dashicons

this is a minor ticket. A client has social media buttons placed with the block editor and one of them was tiktok. I am trying to show the icon somewhere else on the site and although dashicons has icons for each of the other social media button's sites, there is not one for tiktok so one should be added.

If you want to use something from the WordPress project, the ​@wordpress/icons package is the way to go. If you would like to make a request for an icon in that package, please open a ticket at ​https://github.com/WordPress/gutenberg/
