Description

As already possible in the footer of the dashboard this patch allow top right links to Help and Forum being personalized with links to locale team documentation (locale codex or other sites) and support forum in locale languages, if exists.

These are already localized. The reason printf is used is so the URLs aren't translated—we need to leave it that way.
