I could not work out how to test this :-(
Does anyone else know how to test it?

I am going to guess that trying to test this is going to be more effort than actually testing. I think headers_list is out since that doesn't work when ​running PHP from the command line. This might be a place where we want to maybelater the ticket and if there becomes a better way to test headers in the future, we can use that and reopen this ticket.
