"Navigation Block" Markup: <span> missing?

I'm wondering if there is a reason why the text of menu items without children is wrapped with a <span> as follows..

<span class="wp-block-navigation-item__label">Menu Item Text</span>

..but if an item has a child, then this span is "missing".

Wouldn't it be more consistent to wrap the text of menu items equally?
