Rename "add new plugin" button

Hello

For several versions now, we can update a plugin (and theme) by using the "add new plugin" feature.
I think we should find a better wording because the button is not only to add a new plugin, we can update one too.
At first, we could change the label button to "Add new or update a plugin" but it's quite long label

I would remove "new" when including the word "update":
"Add or Update a Plugin"

I'm not really convinced here... Adding "update" (in whatever form) to the button might cause confusion because updating is normally actually done on the screen that has the button (in the list of plugins). Also, the button first brings the user to the screen to install a new plugin, it only happens to be supported that the "Upload plugin" on that screen can then be used to update a plugin manually as well. This is certainly not the most common scenario.
