permalink flushing and .htaccess

Description

while trying to take care of performace suggestiongs in wordpress (org) the flush permaclinks and save thing wasn't working, because my site did not have an existing .htaccess file. once i created a blank .htaccess file everything waa fine. so; WP will not create .htaccess file and save to it, when said file does not already exist.

Initially, it appears to be a file permission issue or a restriction from your host that prevents updating the .htaccess file. For general setup-related assistance, you may seek help at https://wordpress.org/support/forums/. Please note that the core Trac is primarily for reporting WordPress core bugs.

As this doesn't seem to be directly related to performance but rather a general setup issue, I'll remove the performance focus tag.
