permalink flushing and .htaccess

Description
while trying to take care of performace suggestiongs in wordpress (org) the flush permaclinks and save thing wasn't working, because my site did not have an existing .htaccess file. once i created a blank .htaccess file everything waa fine. so; WP will not create .htaccess file and save to it, when said file does not already exist.

Thank you for reporting this and thank you for the triage also. As this has now had the close recommendation on it for a while, I am going to follow through and do that. This doesn't mean we can't reopen and if further information surfaces please report it.
