Hello,
The Block name option appear on all block setting in the advanced section, but it seems only worked for the group block

Thanks for reporting. I am able to rename most block types (as shown in https://github.com/WordPress/gutenberg/pull/54426#issue-1894459944) when I have the Gutenberg plugin installed. However, this has not yet included in a new release of WordPress yet. If you would like to use this feature now, you can install the gutenberg plugin.
