1	1	As it turns out, there was considerable discussion on all of these points (outreach, compatibility detection, modernizing core to not use jQuery at all, etc) in #37110, regarding updating to jQuery 3.x.

5	5	With Plugin Check and more tooling around these days, I figure that even more comprehensive scanning could be done now.
