Sorry, it's really theme problem :(
If there any way to turn off it without using another theme, I would be very appreciated.
P.S. Option "Use theme style" in Editor is disabled Oo

Hi @Kuuuzya and welcome to WordPress Core Trac.
The position of the bullets for the list my be affected by your theme, or by a plugin that is accidentally overriding the list styles.
What is your screen size / resolution? Which browser are you using?
Does the problem still exist if you disable all plugins and enable a default theme like Twenty Twenty-Four? I am asking because I am not able to reproduce the problem.
By switching themes and disabling one plugin at the time, you can help determine if the problem is with that plugin or theme.
