Description
The block editor no longer loads template files.
Works in 4.4, breaks immediately upon update. This also replicates in twenty-twenty-four.

Can you please include more information and detailed step by step instructions for how to reproduce the issue?
I am not sure what "The block editor no longer loads template files." means exactly, perhaps adding screenshots would help.
Does this happen with a block theme or a classic theme?
I am asking because the block editor uses different types of templates in different ways.
Perhaps you meant that the template does not show unless you select the "Template Preview" option?, or did you perhaps mean that that a template is missing when you choose "Swap template" ?

Did I understand correctly that you are updating from WordPress 6.4 to 6.5.2?
Not from 4.4?
