Getting inconsistent error on changing role

Description

I am logged in as administrator user and I am selecting multiple users and attempting to change role to empty value. I am getting inconsistent error Sorry, you are not allowed to give users that role.

I think there shouldn't be any error and even if there is an error message it should say something else.

  1. In your video it looks like you are not selecting a role in the dropdown menu. Is that a problem with the video recording, or are you not choosing a role?
  2. Can you test this with all your plugins deactivated and one of the default themes in use?

Hi, I am not selecting any role. I am selecting empty value and it gives this error.

and yes, I have tested this with plugins deactivated and have used the default themes.

Thanks. What error would you expect to see when you choose no role?

What I think there should not be any error in this scenario. Either the button shouldn't be called or we just reload the page something like that or some better suggestion.
