I'm closing this for the same reason as #55744: the Comments block does not belong inside a post with a theme that already has a comment form in the template. Updating the CSS for everyone to accommodate the rare possibility that someone fully replaces the template's form (and/or wants the submit button to align with the text instead of on the opposite side) would not help.
