I have checked this reading page on the current WordPress version 6.5.4, and it appears to be loading fine. Here is a video demonstrating that the setting page loads correctly:

I too am unable to reproduce the issue with a clean local installation of WP 6.6.1, i.e. using Twenty Twenty-Four theme and no plugins. See my test report.

I also tested on trunk using Docker. Also could not reproduce the issue.

No changes were made during the 6.6 cycle to this settings page.

@yasirkhalifa does this issue still persist for you today? If yes, does it still happen when using a default theme (such as Twenty Twenty-Four) and no plugins activated?

I'm marking this as a close candidate as I suspect the issue is outside of WordPress Core (such as hosting, internet connection, a plugin, the theme, etc.). But let's give the reporter a few weeks to respond before closing it as worksforme.
