Edited Images don't include un-edited versions in WXR file, even if used in a Post

Description
I'm not sure if this should be considered an issue with the Export side, or the Import side, so I'm reporting it both here as well as with the official WordPress Importer plugin (https://wordpress.org/plugins/wordpress-importer/).

Summary: If an uploaded image is used in a Post, then that image is edited, the original image is still used in the Post, but is not present in the export of the site. So after importing the content into the new site, these posts contain image tags that link back to the original site (as the original, un-edited image used was not brought along to the new site).
